On Construction 

On-Construction EPCs or Predicted Energy Assessments (PEAs) are used to provide energy performance certification on homes that are either under construction, or coming onto the market for the very first time.

For property under construction, energy efficiency information is supplied in a Predicted Energy Assessment (PEA): This is the predicted SAP Rating and Environmental Impact (CO2) rating from SAP calculations done at the design stage. PEA's do not have a recommendation report like the full Energy Performance Certificate available on existing dwellings.

On-Construction EPCs are required on property completed, but coming to the market for the very first time.

In both cases the on-construction/PEA assessor may not need to visit a site to produce an EPC/PEA, as the calculation may be made from scale plans and the design specifications, which will be requested from the builder. For this reason, it is possible to provide very competitive rates for developers looking to obtain EPCs/PEAs on an entire site prior to marketing.

All EPCs/PEAs need to be produced by accredited (licensed) on-construction assessors. and lodged on the Government central database.
